For my project to build a tacacs to radius proxy, I used the libradius included in FreeBSD 4.x (also known as the Juniper libradius). But the problem is - this library is not really available on linux systems. There was a very old port from John which had exactly the right idea, but was just to old. So - I took the actual libradius, John's patches and here it is, the Juniper libradius for linux

Installation Instructions:

At first, you need a libmd (was also a requirement on Johns libradius) eiher from Johns page or from here
So download it, extract it and do a make and a make install. then - it will install you the library in /usr/local/lib. If you don't like this location, you can change it in the Makefile.

If no error occured, everything is fine. If something went wrong, let me know.. I tested it on RedHat Linux 7.2 and Mandrake 8.x - and everything was fine :)
